I use Blender, not PMXE, so I can't really explain how to do either of the above, but they're irrelevant to the issue you're having because your mesh by default is not appearing transparent, whatever change you're making to it is causing the issue. Secondly, meshes are single sided because it's more efficient, the side that will appear textured follows normals direction, so you can just flip the normals to get the correct side to be textured. You can just disable alpha for that material if there's no need for it, or set to Z transparency which will use alpha if your texture is a 32bit png.
